Dr Odedra cites a number of infrastructual reasons for the lack of effective ICT.

*What lack of business skills are identified as a major problem?
The reason there is an extreme lack of IT is because there is limited or no secondary equipment, training and a source of electricity. The will end up in a downfall in technology as the lack of IT will lead to less people being trained. The most pressing need for IT in africa is the 'Off the shelf' software packages, this is because they do not have the stable internet connection to download them. Not only that but the fact its easier to get them, the disadvantage of this is the price, as they have to be shipped a long way.
Computer aid projects have not been that succesful as they, much like the reason why they don't or havn't kept up with IT, the lack of basic functionality sources. The government of these countries of these countries are partly to blame as they have not set up a decent plan to manage the income, for example its come in to much or too little and not distributed effectivly.
The main computer skills they lack are the most important: programming, systems analysis, maintanence and consulting.
The identified business skills that they lack are the most obvious, the lack of knowledge in an IT area, for example businesses buy in software that thier staff are not trained in.
